Point creep is a trend, not a guarantee.

A unit with +4 point creep across the available window has gotten 4 points harder to draw across that span — but a single year of low applicants or a quota bump can reverse it. The chart shows the actual recorded years; gaps are gaps. Numbers here come straight from Washington F&W and aren't smoothed or estimated.
