Cereal rye is the most common cover before soybeans — it suppresses weeds and builds organic matter. Soybeans don't need extra nitrogen (they fix their own), so legume covers add less value than before corn. Roller-crimped cereal rye produces a thick mulch that suppresses weeds well into soybean season.
